Gov. C.L. "Butch" Otter and Public Schools Superintendent Tom Luna announced Palo Alto, Calif.-based Hewlett-Packard as the winning vendor at an event Tuesday on the company's Boise campus.
Hewlett-Packard submitted the lowest bid of five companies, offering HP ProBook laptops, software, security and support for $249 per student.
The contract and plan for equipping students and teachers with laptops are part of an education overhaul, and could be undone if voters in two weeks decide to reject Proposition 3. The technology initiative, along with referendums on teacher merit pay and limits on teacher union bargaining, face voter approval Nov. 6.
Otter and Luna say the computers are critical to their vision for transforming high school classrooms across the state.

The former head of the International Energy Agency, Nobuo Tanaka, is not ready to count nuclear energy out of a future Asian energy mix, particularly in light of waning American interest in the Middle East.
In his opening keynote address at the Asia Future Energy Forum in Singapore on Tuesday, Mr Tanaka said it was doubtful that the world ? and Japan in particular ? would be able to meet energy security goals without nuclear power.
With its growing demand for oil, Asia would be especially vulnerable to potential petroleum supply disruptions in the Middle East, where Iran is currently threatening to block access for oil tankers through the Strait of Hormuz (see sidebar).
North America will achieve energy independence in the near future, which may prompt the US to decrease its defensive presence in the Middle East, said Mr Tanaka.
He added that a major disruption in the Strait of Hormuz could lead to oil prices of up to US$160 per barrel, triggering a severe crisis in Japan. Without nuclear power to diversify the energy mix, Japan?s federal deficit may reach 12 trillion yen, he said.

?I am sceptical about the feasibility of this plan. It is good to develop renewable energy for energy security, but it?s costly,? said Mr Tanaka, who is currently an associate for energy security and sustainability at Japan?s Institute of Energy Economics.
The new feed-in tariff (FiT) that the government introduced in July, which mandates that utilities purchase solar energy at a cost premium for the next 20 years, is the world?s highest at 42 yen per kilowatt-hour.
While expensive, the FiT is having an impact: Solar could expand by 2,000 megawatts by the end of March, according to the Ministry of Economy, Trade and Industry.
Natural gas also comes at a cost premium, noted Mr Tanaka, explaining that Japan?s gas prices are about 5 times higher than in the United States and twice as much as in Europe. He further noted that, while global natural gas supplies are expanding because of recent technologies such as shale gas extraction, global demand is ramping up as well.
For Japan ? and the rest of Asia ? to reduce gas prices and improve energy security, Asia will need better physical connections between its various energy and electricity supplies, he said, pointing out that connectivity allows Germany to phase out nuclear energy ?because it can always import electricity from neighbours in shortfall?.
Mr Tanaka said that Europe as a region has achieved relative energy security because of the diverse energy sources it can access using connected electricity grids as well as oil and natural gas pipelines.
To further diversify, Europe has been working on extending its grid connection to North Africa and the Middle East in a project known as Desertec.
Asia could also create such a ?super-grid? incorporating new and existing pipelines within Asia as well as pipelines from Russia, he told the 200 policymakers, industry players and thought leaders attending the forum.
In the absence of a growing nuclear industry, Mr Tanaka said, new technologies such as hydrogen fuel and storage systems, and super-conductivity transmission lines ? which do not lose power over long distances ? were key. However, he added that the region would also need natural gas to fill the gap and would need to invest in carbon capture and storage (CCS) to sustainably use its ample supplies of coal.
Even with such innovations, Mr Tanaka thinks that nuclear ? in newer and safer models ? will persist, in part because of its role in reducing Europe?s dependence on Russian gas.
?I believe nuclear will continue to play a major role in the world?It will be necessary to convince the public that there are (safer) alternatives in nuclear power,? he said.

ScienceDaily (Oct. 22, 2012) ? The rapidly evolving technology of laser plasma accelerators (LPAs) -- called "table-top accelerators" because their length can be measured in centimeters instead of kilometers -- promises a new breed of machines, far less expensive and with far less impact on the land and the environment than today's conventional accelerators.
Future LPAs offer not only compact high-energy colliders for fundamental physics but diminutive light sources as well. These will probe chemical reactions, from artificial photosynthesis to "green catalysis"; unique biological structures, inaccessible to other forms of microscopy yet essential to understanding life and health; and new materials, including low-temperature superconductors, topological insulators, spintronics devices, and graphene nanostructures, which will revolutionize the electronics industry. With intensely bright beams spanning the spectrum from microwaves to gamma rays, table-top accelerators will open new vistas of science.
LOASIS, the Laser and Optical Accelerator Systems Integrated Studies program at the U.S. Department of Energy's Lawrence Berkeley National Laboratory (Berkeley Lab), demonstrated the first LPA beams with a narrow spread of energies in 2004, and by 2006 was first to reach energies of a billion electron volts. But because of their unique method of acceleration and their pulses only femtoseconds long (mere quadrillionths of a second), testing the quality of LPA beams isn't easy.
Wim Leemans of Berkeley Lab's Accelerator and Fusion Research Division (AFRD) heads LOASIS, which has continued to extend and improve LPA performance with teams uniting theorists, experts in computer simulation, and gifted experimentalists -- teams in which students earning their Ph.D's are often important contributors to the work. Leemans assigned Guillaume Plateau, a graduate of the ?cole Polytechnique near Paris (and now a postdoc at the University of California at Los Angeles) to investigate radiation associated with LPA x?ray production as part of his dissertation.
"We had a grant to study laser plasma accelerators as x?ray and gamma-ray light sources, and we wanted to know more about background radiation," Leemans says. "In a serendipitous development, we found more than we had expected."
The LPA measurement challenge
The conventional way of accelerating charged particles like electrons is with an oscillating electromagnetic field, controlled by metal vacuum cavities that make up the segments of the accelerator. The oscillations are timed so the field pulls the electrons forward as they enter each cavity; the field strength is the "accelerating gradient," expressed as volts (typically millions of volts) per meter. Conventional accelerators may require many segments and stretch for miles.
A laser plasma accelerator works very differently. When a powerful laser focuses a pulse on a plasma of free electrons and positive ions, its radiation pressure pushes the electrons and ions apart, creating strong accelerating gradients. Some of the electrons "surf" the resulting wave behind the pulse, in a bunch that almost instantaneously reaches near light-speed. Over short distances, LPAs have sustained accelerating gradients of hundreds of billions of volts per meter, immensely stronger than those of conventional accelerators.
An LPA's intense laser pulses and short electron bunches require new measurement techniques to understand performance. One particularly challenging gauge of performance is emittance.
"This parameter determines how well the beams can be focused," says Cameron Geddes of LOASIS, who worked with Plateau on the experiment. "Low emittance means the velocity of the particles isn't random -- they travel nearly along streamlines."
When the experiment began, however, emittance wasn't at the center of attention. Says Leemans, "Since we wanted to get images of the x-ray pulses associated with the electron beam, we formed a collaboration with colleagues at GSI" -- Germany's Center for Heavy Ion Research -- "who came to Berkeley with an excellent commercial camera. We were impressed by what we could see, so we asked ourselves what more we could do with these images."
Marco Battaglia of the Lab's Engineering Division then supplied a more advanced camera, using rugged, sensitive Berkeley Lab CCDs, which yielded even better information. Says Leemans, "We were not the first to image LPA x?rays, but because of the quality of the new cameras, we were able to measure the x-ray spectrum in detail. From that we worked backward to see what we could learn about the electron bunch."
Geddes explains that emittance can be measured as the product of the beam size and its angle of spread (divergence). Traditional methods for measuring emittance use devices like "pepper-pots" or wire scanners, placed right in the accelerator beam -- which can destroy a low-emittance beam. And with an LPA, the powerful drive laser can destroy the diagnostic devices themselves.
The LOASIS team could measure the energy and dispersion of the LPA electron bunch by deflecting it with magnets, then dumping it. But to determine emittance, they had to measure the size of the beam before it left the accelerator. X-ray spectroscopy gave them the means.
"With x-ray imaging we had a way to measure beam quality right inside the plasma, where the laser wakefield is accelerating the electron bunch," says Geddes. That's because the x-rays are a manifestation of what's called betatron radiation, generated by electrons inside the accelerating "bubble" that trails immediately behind the laser pulse. As the electrons gather in the bubble they swing back and forth. This betatron oscillation emits a forward-directed throb of x-rays -- tight, bright, and ultrashort.
The laser beam, the electron beam, and the x-rays all travel in the same direction. To measure the x-rays without interference, the experimenters first dumped the electron beam and then deflected the laser beam with a mirrored foil. The x-ray pulse passed through the foil to the CCD camera, which was capable of counting every x-ray photon and measuring its energy. Although the camera was almost five meters from the accelerator, the spectrum of the tight betatron pulse it captured carried the information necessary to determine the beam radius.
"By comparing their x-ray spectra to theoretical predictions, we pegged the electron beams in these experiments at a radius of 0.1 micrometer, a tenth of a millionth of meter," Geddes says. "This is smaller than any previous experiment could resolve, allowing us to estimate the emittance across the beam -- in terms of how far the momentum of the particles spreads within an angular slice of the beam -- to be as low as 0.1 millimeter per thousandth of a radian."
Geddes adds, "This transverse emittance is as good as state-of-the-art conventional accelerators for free electron lasers and gamma-ray sources, if not yet high enough for a high-energy collider. Our numerical simulations show us that emittance depends on specific ways in which the electrons are trapped in the wave, which opens the door to further reducing emittance."
There are other measures of LPA beam quality that also depend on special radiation but leave their mark outside the accelerator. In Part Two of this article, coming soon, we'll investigate the phenomenon of slice-energy spread in an electron beam.

HOUSTON (AP) ? Baltimore outside linebacker Terrell Suggs has been activated for Sunday's game at Houston.
Suggs, the league's defensive player of the year in 2011, returned to practice this week for the first time since undergoing surgery in May to repair his torn right Achilles tendon. Suggs had a career-high 14 sacks and forced seven fumbles last season.
The move comes as struggling Ravens' defense is playing without star linebacker Ray Lewis (torn triceps) and cornerback Lardarius Webb (torn ACL), who were both placed on injured reserve. Baltimore's defense is ranked 26th in the NFL, allowing 396.7 yards per game.
The Ravens have also activated linebacker Josh Bynes from their practice squad.
Baltimore's other inactives include defensive back Asa Jackson, running back Bobby Rainey, tackles Ramon Harewood and Jah Reid, receiver Deonte Thompson, tight end Billy Bajema and nose tackle Ma'ake Kemoteau.

Chris Wong is a workout warrior.
So when he developed pain in his lower back and left leg early in 2009 he assumed he?d pulled a muscle or pinched a nerve. But the pain kept getting worse.
?I was moaning with pain in the evenings and had great difficulty just getting around,? Wong, now 46, wrote in an account of his battle with what turned out to be anaplastic large cell lymphoma, a very aggressive form of cancer. He got that diagnosis after he finally went to the Baptist Medical Center emergency room on Memorial Day 2009.
By then, the cancer, which had progressed over the course of three months to stage-4, had begun to eat into his skeletal structure. His left femur had deteriorated so severely that he had to undergo surgery to have a titanium rod inserted into the bone.
While Wong was recovering from the surgery, he was visited by oncologist Augusto Villegas who told Wong his cancer was treatable but had a high degree of recurrence.
?It was crushing news,? Wong wrote.
In the next two years, Villegas would treat Wong with two rounds of chemotherapy. The first round of chemotherapy put the cancer in remission in October 2009. Wong then underwent a transplant of some of his own stem cells, which had been harvested and stored, at Shands at the University of Florida.
But in February 2011, following the surgical removal of bumps on his head that Wong had initially thought was acne, a biopsy revealed the lymphoma had returned.
?To have the cancer on my skin caught me completely by surprise,? Wong wrote. ?I was pretty shook-up by this devastating news, but received comfort from my family and friends.?
That was treated with radiation. But after Wong continued to lose weight and suffer chest pain, Villegas ordered a bone scan in early June.
The scan found that the cancer had begun to eat into Wong?s rib and pelvis bones. Starting in mid-June, he checked into Baptist Medical Center every four weeks for five days of inpatient chemotherapy treatments.
A PET scan in late July seemed to indicate the cancer was again in remission.
But Villegas was concerned that the lymphoma might return again. ?Typically, it?s harder to cure non-Hodgkins lymphoma after relapse,? he said. ?Chris is a young guy, healthy as a horse. We needed to do something.?
That something, Villegas thought, might be a new drug just approved by the Food and Drug Administration. Adcetris, unlike most other forms of chemotherapy, targets only the cancer cells while leaving the healthy cells unharmed, Villegas said.
Villegas, who practices with Cancer Specialists of North Florida, called Adcetris ?a smarter way to treat cancer? and said it was designed specifically to be used on patients with anaplastic lymphoma after they have relapsed.
?This drug has a very, very specific niche,? he said.
?I was so relieved to have an alternate treatment approach,? Wong wrote. ?This was much better than dosing my whole body with chemo treatments for 4-5 days.?
In early October of last year, Wong began going to Villegas?s office every three or four weeks for an infusion of Adcetris. Last Nov. 19, a PET-CT scan showed him cancer free.
Then in December, he went to Shands at the University of Florida where he received a stem cell transplant from a donor.
He was allowed to resume his work as an IT coordinator for a health care company in May, working from home. Then in July, he was allowed to return to his office. On his last scan, in August, Wong remained cancer-free.
?I?m enjoying life,? the father of four said during an interview. ?It?s a lot to go through. But it gives you a better appreciation of life.?
And he?s still a workout warrior.

Sky gazers can expect as many as 60 meteors an hour as the earth crashes into icy remnants abandoned by Halley?s Comet when it shot by the planet in 1986. The meteor shower will originate near the orange-glowing Betelgeuse star that makes up the right shoulder of Orion (The Hunter), most easily found by his conspicuous belt of stars.
The objects are boulders of ice and rock breaking into the atmosphere at about 148,000 miles per hour. Most sizzle and burn, creating ?shooting stars? and even ?earthgrazers? that span the sky. Larger chunks may actually explode into fireballs loud enough to hear down here on earth.

According to Weather.com, large sections of the Atlantic, the South, the Midwest, and Coastal West are likely to see crystal clear skies overnight. The moon has just begun to wax, meaning moonlight interference will be low.
Philosophers have long pondered the stars, but the Orionids usually inspire poetics even among the country?s most hardened space scientists. (For others who want to gush or chat, NASA will have its experts on hand starting Saturday night at this link.)
?The Orionid meteor shower isn?t the strongest, but it?s one of the most beautiful showers of the year,? says Bill Cooke, head of NASA?s Meteoroid Environment Office.
Tony Phillips, who blogs at spaceweather.com, explains why in a NASA post.
?The shower is framed by some of the brightest stars and planets in the heavens,? he writes. ?Constellations such as Taurus, Gemini, and Orion provide a glittering backdrop for the display. But that?s not all. This year, Venus and Jupiter have moved into position with Sirius, the Dog Star, to form a bright triangle in the eastern pre-dawn sky. On the morning of Oct 21st, blazing pieces of Halley?s Comet will cut straight through the heart of this celestial triad.?
NASA has a few suggestions for how to optimize the show. The best display is likely to be two hours before sunrise, when Orion will be straight overhead. The meteors will burst from near Betelgeuse, but will spray across the entire sky. And remember: don?t blink.
?Be prepared for speed,? says Mr. Cooke, according to NASA. ?Only the November Leonids are faster.?

Blogging is an easy way to get more search engine traffic and connect with your marketplace, becoming an online newsletter, sales brochure, and discussion forum ? all rolled into one.?Yet many business owners have told me they don?t see the need to have a blog: They feel spending money on networking events, golf outings, company-sponsored dinners and the like should be enough. They hand out lots of business cards, have nice brochures printed up, and do a lot of traditional business development. And, they feel that blogging is a waste of time and energy. Is this you, too?
There are many companies I know that one can?t find by searching on their product or service on Google; you can find them only if you input their company name or, in a few cases, a name of one of their officers. But their business development guys are out there, hammering away. Are they blogging? No.
I found no results that fit the needs ? and I went through perhaps 3 pages from the search engine results. Ugh! ?There were no service offerings that I felt had the stability and features that this company needed. ?I even made inquiries (last resort) of several tech friends and support vendors, even speaking with salesguys at AT&T, Dell, Verizon, among other firms, but found nothing that I would put my name behind and recommend. So I modified my strategy and completed the initiative.
Some time later, I ran into a sales guy from a mid-sized brand name technology company ? a name I immediately recognized from the 90s. Of course, it came out in the course of conversation that this company did indeed offer just such a service. He offered to send me a brochure, but I declined: ?Too little, too late? I couldn?t help myself but to ask him why his company?s name hadn?t come up in search results, to which he replied that marketing was thinking about doing something with social media. ?Huh?

For more than a decade, Pew Internet data has consistently shown that search engine use is one of the most popular online activities, rivaled only by email as an internet pursuit. In January 2002, 52% of?all Americans used search engines. In February 2012 that figure grew to 73% of?all Americans.?
On any given day in early 2012, more than half of adults using the internet use a search engine (59%). That is double the 30% of internet users who were using search engines on a typical day in 2004. If you find yourself in need of an emotional pick-me-up now and then, this little project might pique your fancy. It prints out a live and happy thought from the Internet whenever you request one.
Brendan Dawes created?The Happiness Machine, as he calls it, earlier this year. What it does is keep an eye on the Internet, via a monitoring service called We Feel Fine, and watch for anyone mentioning "happy" in a public post, tweet or what have you. When you hit that button, it prints a happy thought?right out for you.
Happiness is what it looks for right now, but Dawes says on his website that it's "completely agnostic to the data it prints." In fact, he created a second version of the machine for the recent?London Design festival with two options???happy or sad. And it could be configured to print out the Internet's latest thoughts on politics, the weather or your favorite team. Dawes even tweaked it to tell him whether his train is on time.
Whatever the case, it causes users to realize that the Internet is, in fact, populated by people. As Dawes told design blog Protein:
Placing a small piece of paper in your hands with the feelings of someone you've never met, reminds us that this isn't a network of machines but more importantly a network of human beings.

A slew of swanky private schools and public universities merrily, myopically raised tuition once again this fall. At the University of Washington, for example, tuition and fees are up some 15 percent from last year. Basic tuition at Cornell University costs close to $2,000 more this year.
The gravy train of perpetually rising college costs may be coming to an end, though. Many schools ? particularly public schools ? have decreased their rates of increase in response to the comatose economy.
For example, tuition at state-funded colleges and universities in Virginia increased by a relatively meager 4.1 percent in 2012. That?s down from an increase of nearly eight percent in 2011 and it?s the lowest rate of increase in the past decade.
In-state tuition at Rutgers University will increase 2.5 percent this year. Rutgers students (and their parents) aren?t happy about the higher price but it sure beats the tuition increases of eight percent or more students previously routinely suffered during the last decade.
A number of schools have implemented tuition freezes. Tuition at both the University of Arizona and Arizona State University is unchanged from last year. Undergraduate tuition and fees at the University of Texas at Austin will pause at just under $5,000 per semester for the next two years. Students at Maine?s seven public universities are also enjoying a tuition freeze (the first in the Pine Tree State in 25 years).
In the private-school realm, Mount Holyoke College, a prestigious all-women?s bastion in Massachusetts, and Kendall College, a for-profit outfit in Chicago for future chefs, are among several schools that have recently announced some variation of a tuition freeze.
In what could be either a harbinger of the future higher education bubble or a meaningless flash in the pan, a handful of undergraduate schools around the country have actually cut tuition for the upcoming year as well.
Here are six of them.
Sewanee Sewanee
Sewanee: the University of the South
The University of the South ? generally called Sewanee by locals ? is a small, tradition-rich bastion of the liberal arts and sciences amid the scenic mountains of Tennessee?s Cumberland Plateau.
For the 2011-12 academic year, Sewanee slashed the total cost of tuition, fees, and room and board by 10 percent. The price cut amounted to about $4,600. Also, the cost of Sewanee will remain basically unchanged for students who are already enrolled.
That?s the good news.
Sadly, the price tag for this year?s crop of first-year students has crept some $3,000 higher (but it?s still lower than the pre-reduction price).
Certainly, the big, well-publicized tuition cut did the trick for Sewanee from an admissions standpoint. ?Applications were up,? said Laurie Saxton, Sewanee?s director of media relations. ?The numbers of freshmen are up. This is the largest first-year class ever. Last year was our previous high.?

Seton Hall University is a midsize school in the thick of New Jersey?s sprawl that offers a strong Catholic identity and smaller class sizes. This year, entering students with outstanding grades and at least solid standardized test scores are paying the same tuition rate as the in-state tuition rate at Rutgers. The discount amounts to over $21,000, approximately two-thirds off the regular price.
It turns out that the laws of supply and demand prevail in the education industry just like every other industry. ?We received a lot of applications from students who fit the profile of the program,? said Alyssa McCloud, vice president of enrollment management at Seton Hall. ?A lot more people applied.?
Students entering in 2012 who remain in good academic standing will remain eligible for the price match program for four years. Their annual tuition will go up roughly as much as Rutgers increases its tuition.
Seton Hall?s finance people must still crunch the numbers but Seton Hall is likely to continue the discount program for future incoming classes.

Cabrini College is a small, cozy Catholic school located in a posh, leafy suburb of Philadelphia. Beginning this fall, tuition and fees are a tidy $29,000 per year, down from over $33,000. Cabrini has pledged to keep the total cost of tuition and fees under $30,000 through May 2015.
The exact price point is the result of some savvy internet marketing strategy. As a result of the price reduction, more prospective students who use online college search engines will now see Cabrini.
?Students who might be the perfect fit for Cabrini, but who do not look at colleges above $30,000, may begin to consider Cabrini,? explained school president Marie Angelella George.
Also worth noting is the fact that current students aren?t getting socked with less merit-based aid.
?While other colleges have reduced tuition and fees recently, we believe that Cabrini College is the only institution to do so without reducing the dollar amount of scholarships for returning students,? said Dennis Kelly, vice president for enrollment management.
University of Charleston University of Charleston

The University of Charleston in West Virginia ? not to be confused with the College of Charleston in South Carolina ? is a small private school in the capital city of The Mountain State. This fall, entering students will owe $19,500 for tuition, which is a 22 percent discount off of last year?s sticker price. Tuition for returning students will be $25,500 with a guarantee of at least $6,000 in university aid.
?Our current students are ecstatic,? reported Jennie Ferretti, vice president for communications at the University of Charleston. ?They and their families were very happy that we were making a move toward transparency in higher education pricing.?
According to officials at UC, a new policy of financial transparency is nearly as big a selling point as the cut itself. The gap between the advertised price and the actual tuition paid at private colleges has grown over the years, they say, as tuition has skyrocketed but family incomes have not. Shocking sticker prices have discouraged many middle income students from applying.
?Almost all private colleges raise tuition every year but also raise financial aid,? explained Ferretti. ?We?re trying to get away from that and give students and families clear and consistent information.?

Tiny, Presbyterian-affiliated William Peace University ushered in massive changes this fall. In addition to an ongoing athletic facilities makeover and increased student activities, there is the small matter of going from all-female to coeducational. On top of all those transformations, WPU has lowered tuition by eight percent.
?This year we had a 75 percent increase in commits,? reported Justin G. Roy, vice president of communications and marketing at WPU. ?It would be nice to say that x percent came from the tuition cut, but it?s hard to say.?
The school?s retention rate did go up 10 percent, which could indicate that current students are responding positively to the lower tuition rate.

Duquesne University is a midsize, comprehensive Catholic school located on a bluff above downtown Pittsburgh. The tuition discount here, such as it is, is minor but worth reporting. The deal, which may or may not extend beyond this year, is a 50 percent scholarship covering tuition and fees for first-year students who enroll in Duquesne?s School of Education. Solid academic credentials are a must. For participating students, the scholarship will keep pace with any tuition and fee increases.
