ANCHORAGE, Alaska (AP) ? A display of moon rocks that disappeared from an Alaska museum after an arson fire nearly four decades ago has been returned to the state following the settlement of a lawsuit by a man who claimed he rescued the rocks from the rubble.
State and federal officials at a news conference Thursday displayed the returned relic ? tiny moon rocks encased in a golf ball-size acrylic glass ball and mounted on a walnut plaque above a small Alaska flag that traveled to the moon aboard Apollo 11.
President Richard Nixon presented the plaque to Alaska Gov. Keith Miller in 1969. It was on display at the Alaska Transportation Museum in 1973 when an arsonist torched the building. Witnesses remembered seeing the plaque intact, but it disappeared until the foster son of the transportation museum director made a claim of ownership in 2010.
Coleman Anderson, a vessel captain who appeared in early episodes of the Discovery Channel's "Deadliest Catch," said he had rescued the moon rocks. He sued for clear title but said he would be willing to sell them to the state. State officials questioned Anderson's account and countersued.
"We were eventually able to persuade the plaintiff that he should dismiss this case," said Assistant Attorney General Neil Slotnick, who compiled evidence in the lawsuit.
The state was armed with witness accounts that the moon rocks survived the fire and were not lumped with debris.
"Many times I feel that plaintiffs are asking for the moon," Slotnick said. "This is the first time that that was literally true."
Anderson's attorney, Daniel P. Harris, said from Seattle that Anderson wanted a determination of the rocks' ownership and authenticity. Like anyone, Harris said, Anderson would've liked to be paid.
"He recovered those moon rocks. Without him, who knows where they could be or whether they would exist today. But in the end, the state was unwilling to pay any reward," Harris said. "It just was not worth Coleman's time or money to fight the state on that."
Anderson, who now lives in Texas, relinquished his claim to the rocks in September. Alaska State Museum curator of collections Steve Henrikson took possession of the plaque Wednesday and flew it to Alaska.
He said the rocks will be displayed at the State Museum through December and likely will be made available for showings around Alaska.
Nixon believed it took an effort by the entire world to put a man on the moon, and he gave moon rocks collected by astronauts Neil Armstrong and Buzz Aldren to every state and country, Henrikson said.
Alaska is not the only recipient of Nixon's generosity that has lost track of its moon rocks. Nicaragua's ended up with a Las Vegas collector. A sample given to Ireland may have been buried with debris from a fire. And a moon rock at a natural history museum on the island nation of Malta was stolen.
Anderson was 17 when fire destroyed the transportation museum. His stepfather was Phil Redden, the curator. Anderson claimed he entered the "debris area" as crews removed garbage, discovered the moon rock plaque covered by melted materials, and took it home.
State risk manager John George recorded seeing the rocks undamaged. A former museum employee, Janie Barry, testified in a deposition that she, too, saw that rocks intact. She said she saw Redden, the curator, leave the damaged building with the moon rocks and that he intended to take them home for safekeeping.
The FBI used photographic analysis to confirm Anderson's display was the one Nixon had handed to Gov. Miller.

Instagram, the popular and now Facebook-owned image filtering and sharing app, has cut off support for Twitter's embedded card view. Twitter cards are one of the ways in which Twitter is trying to offer "rich experiences" within timelines for "value added partners", and likely one of the reasons Twitter is trying to choke the life out of third party Twitter clients like Twitterrific and Tweetbot. (Because users of those fine apps don't get pelted with Twitter cards.) Here's how Twitter is describing the change:
Users are experiencing issues with viewing Instagram photos on Twitter. Issues include cropped images. This is due to Instagram disabling its Twitter cards integration, and as a result, photos are being displayed using a pre-cards experience. So, when users click on Tweets with an Instagram link, photos appear cropped.
Absent Twitter card support, Instagram photos show up like other third-party images in Twitter -- as linked attachments of varying quality. The varying quality part seems especially egregious right now, with some photos showing up cropped and otherwise butchered. Hopefully that gets fixed.

Which is an interesting strategy. Making people come to you for content gives you greater control of the experience, but costs the user convenience. In other words,Twitter doesn't want our eyeballs on third-party clients, Instagram doesn't want our eyeballs on Twitter, and none of them seem to care what our eyeballs want.
Apple right now is pushing iTunes content into Flipboard and other places precisely because it's easier for users already in those places to discover and ultimate purchase that content. But Apple makes money on content, so putting that content in front of people increases the odds of making money. Instagram doesn't make money on content.
In fact, I don't believe Instagram makes money at all at this point. However, encouraging users to go to their website could be a clue as to how they intend to make money in the future.

Judge approves settlement with retailers over swipe fees | Business ...
Retailers are disappointed to hear U.S. Court Judge John Gleeson gave preliminary approval of the swipe fee settlement after hearing arguments in Brooklyn, N.Y. on Friday (Nov. 9).
Little-Rock-based Dillard?s was one of a dozen retailers who asked the court to reconsider the settlement on Nov. 1 based on the legal flaws.
But the court looked beyond that argument on Friday and granted preliminary approval of the class-action settlement which stems from an antitrust lawsuit over the $30 billion annual credit card swipe fees charged by Visa and MasterCard.
?We respectfully disagree with the court?s assessment of the proposed settlement,? said Mallory Duncan, general counsel for the National Retail Federation. ?We do not believe the proposal meets the legal tests required to meet even preliminary approval. Retailers, their customers and competition would suffer irreparable harm if this one-sided deal is allowed to move forward. We will consult with our attorneys and act as soon as possible to correct this injustice.?
Wal-Mart never supported the $7.25 billion settlement offered by the court and urged other retailers to reject it as well.
?The proposed settlement would not structurally change the broken market or prohibit credit card networks from continually increasing hidden swipe fees, which already cost consumers tens of billions of dollars each year. The proposed settlement would require merchants to broadly waive their rights to take action against the credit card networks for detrimental conduct or acts. We believe the proposed settlement would also constrain emerging payments innovation. As Wal-Mart continues to seek reform that will provide transparency and true competition among financial institutions, we encourage all merchants to put consumers first and reject the settlement,? according to a statement on Wal-Mart?s corporate website.

Duncan says the proposal benefits no one but the attorneys involved. Retailers have argued the settlement? does not bring about any reform, but it does put the credit card companies beyond the reach of the law for any future indiscretions on pricing strategies.
NRF is not a party to the lawsuit, but its members and the companies named in the brief would be affected if the case is approved as a class action. Arguments were also heard on briefs filed by other opponents, including retailers and associations who were parties to the suit but who have rejected the proposal.
NRF opposes the settlement because it fails to reform the cartel-like system where Visa and MasterCard set a rigid schedule of swipe fees that all banks follow. The trade group says while merchant bargaining groups could be recognized and while some merchants would theoretically be given the right to surcharge as a bargaining chip to hold down fees, the provision is subject to a wide variety of card company restrictions. It is also illegal in 10 states, and ignores the goal of merchants to reduce prices paid by their customers, according to Duncan.
While the $7.25 billion figure has been touted as a record antitrust settlement, NRF and its members believe effective injunctive relief that would keep fees from rising going forward is more important. The amount represents less than three months? worth of swipe fee collections despite the eight-year period covered by the lawsuit.

Obese teens have increased risk for kidney disease | MNN - Mother ...
A new study brings more bad news to kids and teens suffering from childhood obesity. According to a 30-year study compiled by Israeli researchers, obese and overweight teens may be at higher risk for developing advanced kidney disease as adults.

The report, which was recently published in the Archives of Internal Medicine, followed 1.2 million 17-year-olds ?over a 30-year period. For their first assessment, the teens were examined before they entered into Israeli military service between January 1967 and December 1997. Over 30 years of follow-up, they found more than 700 men and 160 women developed end-stage kidney disease. ??
Overall, they estimated that being overweight or obese as a teen increased a child's risk of developing end-stage kidney disease as an adult. The risk increased sixfold for those who were overweight and 19 times for those who were obese. ?

However the researchers also noted that this risk decreased dramatically for teens who were able to lose the weight. ?

Microsoft drops Windows Phone Store developer registration to $8 for eight days
How amped is Microsoft to get developers into the Windows Phone 8 Store? The company announced today at Build that it's lowering developer registration to $8 -- that's down from $99. Got to get in there quick, however -- that price is only good for the next eight days. Seems to be some kind of theme here, no?
Update: Looks like the discount situation is a little more involved than just that. According to Microsoft, "You'll be charged $99 USD or equivalent in your local currency, and we'll refund the difference in the next 30 to 45 days." Ninety-two percent discounts don't just happen overnight, after all.

Hewlett-Packard wins Idaho school laptop contract
BOISE, Idaho (AP) ? Idaho officials have awarded an eight-year, $180 million contract to Hewlett-Packard Co. to provide high school students and teachers with laptops, in a deal that hinges on a voter initiative.
Gov. C.L. "Butch" Otter and Public Schools Superintendent Tom Luna announced Palo Alto, Calif.-based Hewlett-Packard as the winning vendor at an event Tuesday on the company's Boise campus.
Hewlett-Packard submitted the lowest bid of five companies, offering HP ProBook laptops, software, security and support for $249 per student.
The contract and plan for equipping students and teachers with laptops are part of an education overhaul, and could be undone if voters in two weeks decide to reject Proposition 3. The technology initiative, along with referendums on teacher merit pay and limits on teacher union bargaining, face voter approval Nov. 6.
Otter and Luna say the computers are critical to their vision for transforming high school classrooms across the state.

The former head of the International Energy Agency, Nobuo Tanaka, is not ready to count nuclear energy out of a future Asian energy mix, particularly in light of waning American interest in the Middle East.
In his opening keynote address at the Asia Future Energy Forum in Singapore on Tuesday, Mr Tanaka said it was doubtful that the world ? and Japan in particular ? would be able to meet energy security goals without nuclear power.
With its growing demand for oil, Asia would be especially vulnerable to potential petroleum supply disruptions in the Middle East, where Iran is currently threatening to block access for oil tankers through the Strait of Hormuz (see sidebar).
North America will achieve energy independence in the near future, which may prompt the US to decrease its defensive presence in the Middle East, said Mr Tanaka.
He added that a major disruption in the Strait of Hormuz could lead to oil prices of up to US$160 per barrel, triggering a severe crisis in Japan. Without nuclear power to diversify the energy mix, Japan?s federal deficit may reach 12 trillion yen, he said.

To make up for the loss, Japan has increased imports of fossil fuels such as natural gas, and introduced policies to boost renewable energy development.
?I am sceptical about the feasibility of this plan. It is good to develop renewable energy for energy security, but it?s costly,? said Mr Tanaka, who is currently an associate for energy security and sustainability at Japan?s Institute of Energy Economics.
The new feed-in tariff (FiT) that the government introduced in July, which mandates that utilities purchase solar energy at a cost premium for the next 20 years, is the world?s highest at 42 yen per kilowatt-hour.
While expensive, the FiT is having an impact: Solar could expand by 2,000 megawatts by the end of March, according to the Ministry of Economy, Trade and Industry.
Natural gas also comes at a cost premium, noted Mr Tanaka, explaining that Japan?s gas prices are about 5 times higher than in the United States and twice as much as in Europe. He further noted that, while global natural gas supplies are expanding because of recent technologies such as shale gas extraction, global demand is ramping up as well.
For Japan ? and the rest of Asia ? to reduce gas prices and improve energy security, Asia will need better physical connections between its various energy and electricity supplies, he said, pointing out that connectivity allows Germany to phase out nuclear energy ?because it can always import electricity from neighbours in shortfall?.
Mr Tanaka said that Europe as a region has achieved relative energy security because of the diverse energy sources it can access using connected electricity grids as well as oil and natural gas pipelines.
To further diversify, Europe has been working on extending its grid connection to North Africa and the Middle East in a project known as Desertec.
Asia could also create such a ?super-grid? incorporating new and existing pipelines within Asia as well as pipelines from Russia, he told the 200 policymakers, industry players and thought leaders attending the forum.
In the absence of a growing nuclear industry, Mr Tanaka said, new technologies such as hydrogen fuel and storage systems, and super-conductivity transmission lines ? which do not lose power over long distances ? were key. However, he added that the region would also need natural gas to fill the gap and would need to invest in carbon capture and storage (CCS) to sustainably use its ample supplies of coal.
Even with such innovations, Mr Tanaka thinks that nuclear ? in newer and safer models ? will persist, in part because of its role in reducing Europe?s dependence on Russian gas.
?I believe nuclear will continue to play a major role in the world?It will be necessary to convince the public that there are (safer) alternatives in nuclear power,? he said.

State-of-the-art beams from table-top accelerators
ScienceDaily (Oct. 22, 2012) ? The rapidly evolving technology of laser plasma accelerators (LPAs) -- called "table-top accelerators" because their length can be measured in centimeters instead of kilometers -- promises a new breed of machines, far less expensive and with far less impact on the land and the environment than today's conventional accelerators.
Future LPAs offer not only compact high-energy colliders for fundamental physics but diminutive light sources as well. These will probe chemical reactions, from artificial photosynthesis to "green catalysis"; unique biological structures, inaccessible to other forms of microscopy yet essential to understanding life and health; and new materials, including low-temperature superconductors, topological insulators, spintronics devices, and graphene nanostructures, which will revolutionize the electronics industry. With intensely bright beams spanning the spectrum from microwaves to gamma rays, table-top accelerators will open new vistas of science.
LOASIS, the Laser and Optical Accelerator Systems Integrated Studies program at the U.S. Department of Energy's Lawrence Berkeley National Laboratory (Berkeley Lab), demonstrated the first LPA beams with a narrow spread of energies in 2004, and by 2006 was first to reach energies of a billion electron volts. But because of their unique method of acceleration and their pulses only femtoseconds long (mere quadrillionths of a second), testing the quality of LPA beams isn't easy.
Wim Leemans of Berkeley Lab's Accelerator and Fusion Research Division (AFRD) heads LOASIS, which has continued to extend and improve LPA performance with teams uniting theorists, experts in computer simulation, and gifted experimentalists -- teams in which students earning their Ph.D's are often important contributors to the work. Leemans assigned Guillaume Plateau, a graduate of the ?cole Polytechnique near Paris (and now a postdoc at the University of California at Los Angeles) to investigate radiation associated with LPA x?ray production as part of his dissertation.
"We had a grant to study laser plasma accelerators as x?ray and gamma-ray light sources, and we wanted to know more about background radiation," Leemans says. "In a serendipitous development, we found more than we had expected."
The LPA measurement challenge
The conventional way of accelerating charged particles like electrons is with an oscillating electromagnetic field, controlled by metal vacuum cavities that make up the segments of the accelerator. The oscillations are timed so the field pulls the electrons forward as they enter each cavity; the field strength is the "accelerating gradient," expressed as volts (typically millions of volts) per meter. Conventional accelerators may require many segments and stretch for miles.
A laser plasma accelerator works very differently. When a powerful laser focuses a pulse on a plasma of free electrons and positive ions, its radiation pressure pushes the electrons and ions apart, creating strong accelerating gradients. Some of the electrons "surf" the resulting wave behind the pulse, in a bunch that almost instantaneously reaches near light-speed. Over short distances, LPAs have sustained accelerating gradients of hundreds of billions of volts per meter, immensely stronger than those of conventional accelerators.
An LPA's intense laser pulses and short electron bunches require new measurement techniques to understand performance. One particularly challenging gauge of performance is emittance.
"This parameter determines how well the beams can be focused," says Cameron Geddes of LOASIS, who worked with Plateau on the experiment. "Low emittance means the velocity of the particles isn't random -- they travel nearly along streamlines."
When the experiment began, however, emittance wasn't at the center of attention. Says Leemans, "Since we wanted to get images of the x-ray pulses associated with the electron beam, we formed a collaboration with colleagues at GSI" -- Germany's Center for Heavy Ion Research -- "who came to Berkeley with an excellent commercial camera. We were impressed by what we could see, so we asked ourselves what more we could do with these images."
Marco Battaglia of the Lab's Engineering Division then supplied a more advanced camera, using rugged, sensitive Berkeley Lab CCDs, which yielded even better information. Says Leemans, "We were not the first to image LPA x?rays, but because of the quality of the new cameras, we were able to measure the x-ray spectrum in detail. From that we worked backward to see what we could learn about the electron bunch."
Geddes explains that emittance can be measured as the product of the beam size and its angle of spread (divergence). Traditional methods for measuring emittance use devices like "pepper-pots" or wire scanners, placed right in the accelerator beam -- which can destroy a low-emittance beam. And with an LPA, the powerful drive laser can destroy the diagnostic devices themselves.
The LOASIS team could measure the energy and dispersion of the LPA electron bunch by deflecting it with magnets, then dumping it. But to determine emittance, they had to measure the size of the beam before it left the accelerator. X-ray spectroscopy gave them the means.
"With x-ray imaging we had a way to measure beam quality right inside the plasma, where the laser wakefield is accelerating the electron bunch," says Geddes. That's because the x-rays are a manifestation of what's called betatron radiation, generated by electrons inside the accelerating "bubble" that trails immediately behind the laser pulse. As the electrons gather in the bubble they swing back and forth. This betatron oscillation emits a forward-directed throb of x-rays -- tight, bright, and ultrashort.
The laser beam, the electron beam, and the x-rays all travel in the same direction. To measure the x-rays without interference, the experimenters first dumped the electron beam and then deflected the laser beam with a mirrored foil. The x-ray pulse passed through the foil to the CCD camera, which was capable of counting every x-ray photon and measuring its energy. Although the camera was almost five meters from the accelerator, the spectrum of the tight betatron pulse it captured carried the information necessary to determine the beam radius.
"By comparing their x-ray spectra to theoretical predictions, we pegged the electron beams in these experiments at a radius of 0.1 micrometer, a tenth of a millionth of meter," Geddes says. "This is smaller than any previous experiment could resolve, allowing us to estimate the emittance across the beam -- in terms of how far the momentum of the particles spreads within an angular slice of the beam -- to be as low as 0.1 millimeter per thousandth of a radian."
Geddes adds, "This transverse emittance is as good as state-of-the-art conventional accelerators for free electron lasers and gamma-ray sources, if not yet high enough for a high-energy collider. Our numerical simulations show us that emittance depends on specific ways in which the electrons are trapped in the wave, which opens the door to further reducing emittance."
There are other measures of LPA beam quality that also depend on special radiation but leave their mark outside the accelerator. In Part Two of this article, coming soon, we'll investigate the phenomenon of slice-energy spread in an electron beam.
